Texas requires the teen to hold a Learner's Permit for a minimum of 6 months before applying for a Provisional License. The teen must also be at least 16 years old at the time of application. Both conditions must be met — whichever comes last determines when the teen can test.

When the 6-Month Clock Starts

The 6-month holding period begins on the date the DPS issues the Learner's Permit — not when the teen started the course, not when Module 1 was completed. This is why most families get the permit as early as possible using the concurrent method.

What Else Must Be Complete Before the Provisional License

In addition to holding the permit for 6 months and turning 16, the teen must also:

  • Complete all 44 hours of BTW training

  • Finish all 24 hours of the classroom course (Modules 1–12)

  • Complete ITTD (valid within 90 days of the road test)

  • Pass the road test at DPS or an approved third-party provider

What Happens If the Permit Is Suspended

If the Learner's Permit is suspended during the holding period, the suspension days are added to the 6-month requirement. A 30-day suspension means the holding period effectively becomes 6 months and 30 days.
