Texas Teen Driver License Checklist — From Enrollment to Provisional License

Use this checklist to track every requirement from enrollment through the Provisional License. Items are listed in the order they happen.

Before Starting

  • [ ] Parent confirms they meet PTDE instructor eligibility requirements (valid TX license 3+ years, <6 points, no DWI in 7 years, no suspension in 3 years)

  • [ ] Order TDLR PTDE Program Guide — $20 at tdlr.texas.gov — delivered instantly by email

  • [ ] Enroll in Driving Logic Texas Teen Driver Education Course — $59.95 at drivinglogic.com

Phase 1 — Module 1 and Learner's Permit

  • [ ] Complete Module 1 — 6 hours of online instruction

  • [ ] Pass the DPS permit exam (30 questions, 70% passing) at the end of Module 1

  • [ ] Download and print the DE-964 6-Hour Permit Qualification Certificate

  • [ ] Teen is at least 15 years old

  • [ ] Obtain Verification of Enrollment and Attendance (VOE) form from school (valid 30 days)

  • [ ] Schedule DPS Learner's Permit appointment at txdpsscheduler.com

  • [ ] Visit DPS with: DE-964 Permit Certificate, PTDE Packet receipt, VOE, proof of identity, proof of citizenship/lawful presence, two proofs of Texas residency, Social Security documentation, parent with valid ID, $16 fee

  • [ ] Receive Texas Learner's Permit ← 6-month holding period begins here

Phase 2 — Concurrent Course Completion and BTW Training

  • [ ] Complete Modules 2–12 — remaining 18 hours of online classroom instruction

  • [ ] Pass all 12 module quizzes (4 questions each, 70% per quiz)

  • [ ] Download and print the DE-964 Full Completion Certificate

  • [ ] Complete 7 hours of in-car observation (with designated PTDE instructor)

  • [ ] Complete 7 hours of behind-the-wheel instruction (with designated PTDE instructor, max 2 hrs/day)

  • [ ] Complete 30 hours of additional practice driving (with any licensed adult 21+, 10 hours at night)

  • [ ] Log all 44 BTW hours in the PTDE Program Guide driving log

Phase 3 — Road Test and Provisional License

  • [ ] Teen has held Learner's Permit for at least 6 months

  • [ ] Teen is at least 16 years old

  • [ ] All 44 BTW hours are logged and signed

  • [ ] Complete ITTD at impacttexasdrivers.dps.texas.gov — free, ~2 hours (8-part video)

  • [ ] Print ITTD certificate (physical copy required — valid 90 days)

  • [ ] Schedule DPS Provisional License appointment at txdpsscheduler.com within 90 days of ITTD completion

  • [ ] Visit DPS with: DE-964 Completion Certificate, PTDE Packet + driving log, ITTD certificate (printed), proof of identity, VOE or diploma, insured vehicle for road test, parent with valid ID, $33 fee

  • [ ] Pass road test → receive Texas Provisional License
