Any Texas teen ages 14–17 can enroll in the Texas Parent Taught course. The teen must be 15 to apply for a Learner's Permit. The parent instructor must also meet TDLR eligibility requirements.

Eligibility applies to both the student and the parent instructor — both must meet requirements.

Student Eligibility

Any Texas teen ages 14 to 17 can enroll in and complete the course. There are no prior steps or prerequisites before starting.

  • Age 14 — can begin the classroom course but cannot yet apply for a Learner's Permit

  • Age 15 — can apply for a Learner's Permit after completing Module 1 and passing the DPS permit exam

  • Age 16 — minimum age to apply for a Provisional License (after meeting all other requirements)

Teens must be enrolled in school or provide a school completion equivalent (diploma, GED, or home school affidavit). A Verification of Enrollment and Attendance (VOE) form is required at the DPS when applying for the Learner's Permit.

Parent Instructor Eligibility

In the PTDE program, the parent or qualifying adult is the instructor of record. DPS checks their record at both the Learner's Permit and Provisional License stages. If the instructor is ineligible at either point, the application is denied.

Who can be the instructor: * Parent, stepparent, grandparent, step-grandparent, foster parent, or legal guardian * A person designated by a parent or legal guardian who is at least 25 years old with 7+ years of driving experience Instructor requirements: * Valid Texas driver's license * Held a valid license for the past 3 years (out-of-state driving history counts with documentation) * Fewer than 6 points on their driving record * No DWI conviction in the past 7 years * No license suspension or revocation in the past 3 years

Can a grandparent be the instructor? Yes. Grandparents and step-grandparents are specifically listed as eligible instructors under the PTDE program, provided they meet all the license and driving record requirements.

What if the parent is not eligible? A parent can designate another adult — such as an aunt, uncle, or trusted family friend — provided that person is at least 25 years old with 7 or more years of driving experience and meets all the standard requirements. Alternatively, the family could enroll the teen in an instructor-led course at a traditional driving school.

I have an out-of-state license — can I be the instructor? You must first get a Texas driver's license. However, your out-of-state driving history counts toward the 3-year experience requirement — you will need an official driving record from the issuing state.

What happens if the instructor has a record issue discovered at the Provisional License stage? If DPS determines the instructor was ineligible, they can deny the Provisional License application and potentially invalidate prior instruction hours. Can the designated instructor change mid-program? Contact TDLR for guidance. Instructor changes during the program involve paperwork and can complicate the application process. Confirming the right instructor upfront is strongly recommended.
