How Many DE-964 Certificates Will I Receive

You will receive two DE-964 certificates at different stages of the course — each used for a different step in the licensing process.

Certificate 1 — DE-964 6-Hour Permit Qualification Certificate

Issued: After completing Module 1 (6 hours) and passing the DPS permit exam Used for: Applying for the Texas Learner's Permit at a DPS driver license office Delivery: Instant PDF download — available immediately after passing the exam

This certificate proves the teen completed the first 6 hours of instruction and passed the official DPS written knowledge test. It allows the teen to skip the written test at the DPS counter when applying for the Learner's Permit.

Certificate 2 — DE-964 Full Completion Certificate

Issued: After completing all 12 modules (24 hours total) and passing all module quizzes Used for: Applying for the Texas Provisional License at a DPS driver license office Delivery: Available as a PDF download after completing all course requirements

This certificate proves the teen completed the full 24-hour driver education requirement. It is required — along with the PTDE Packet and proof of BTW completion — at the Provisional License stage.

Frequently Asked Questions

Can I get the Provisional License with just the Permit Certificate? No. The Full Completion Certificate (issued after all 24 hours) is required at the Provisional License stage.

Is the Permit Certificate still needed after I get my Learner's Permit? Once the Learner's Permit has been issued by DPS, the Permit Certificate has served its purpose. Keep it on file but you will not need to present it again — the Completion Certificate is what matters at the Provisional License stage.

Do both certificates expire? No. DE-964 certificates do not have a stated expiration date. See the certificate expiration article for details on timing considerations.

What if I only complete Module 1 and stop — do I still get a certificate? Yes — the Permit Certificate is issued after Module 1 and the DPS exam regardless of whether the rest of the course is completed. The Full Completion Certificate requires completing all 24 hours.
