The Fine Collection Center (FCC) is a state agency that processes traffic citations issued by Missouri State Highway Patrol troopers. In certain counties, paying your fine to the FCC automatically approves you for the Driver Improvement Program — without requiring a court appearance.

What the FCC Does

The FCC handles fine payments and plea submissions for state highway patrol citations. When you receive a ticket from a state trooper and your county is on the FCC-approved list, you can:

  • Pay your fine to the FCC online, by phone, or by mail

  • Receive automatic DIP approval at the same time — no judge required

This is called the FCC track. It is an alternative to appearing in court for drivers who qualify.

Does the FCC Apply to All Tickets?

No. The FCC only handles citations issued by Missouri State Highway Patrol officers. If your ticket was issued by a municipal police officer, county sheriff's deputy, or other local law enforcement, your citation goes directly to your local court — the FCC is not involved.

FCC vs. Court: Which Applies to You?

Check the top of your citation to find the issuing agency and the county. If a Missouri Highway Patrol trooper issued your ticket and your county is on the FCC-approved list, you may be eligible for the FCC track. Otherwise, you will need to appear in court.
