What Is the PTDE Program

Texas allows parents, grandparents, foster parents, and other eligible adults to serve as the driving instructor for a teen's driver education. The PTDE program consists of two parts: 24 hours of online classroom instruction completed through an approved provider like Driving Logic, and 44 hours of behind-the-wheel training supervised by the designated instructor and other licensed adults.

Eligibility

Both the teen and the adult instructor must meet TDLR eligibility requirements before starting.

Teen eligibility: - Ages 14–17 - Age 14 to begin the course; age 15 to apply for the Learner's Permit - Enrolled in school or holds a diploma or GED (VOE required)

Instructor eligibility (all must apply): - Valid Texas driver's license held for at least the past 3 years - Fewer than 6 points on the driving record - No DWI conviction in the past 7 years - No license suspension or revocation in the past 3 years - Parent, stepparent, grandparent, step-grandparent, foster parent, or court-appointed legal guardian — no designation form needed - Non-family designated adult: must be at least 25, have at least 7 years of driving experience, and be formally designated using the form in the PTDE Packet — a power of attorney is not sufficient

The Texas DPS verifies the instructor's record at both the Learner's Permit and Provisional License stages. If the instructor is found ineligible at either point, the application is denied and prior driving hours may not count.

The $10 certificate fee is non-refundable. The $59.95 course fee is refundable within 30 days of purchase if no DE-964 certificate has been issued.

The PTDE Packet

Before the teen starts the course, the parent must order the Parent Taught Driver Education Program Guide from TDLR at tdlr.texas.gov. The packet costs $20 and is delivered by email. This step registers the instructor with the state. Course time completed before the packet is received does not count toward the requirement.

The Online Course

The Driving Logic course is 24 hours of self-paced online instruction divided into 12 sequential modules. Each module ends with a 4-question quiz (70% passing — 3 of 4 correct). Quizzes can be retaken immediately with no penalty. The course is available 24 hours a day and can be accessed on any smartphone, tablet, or computer. Progress saves automatically and syncs across devices.

The daily maximum is 6 hours of instruction, which means the course cannot be completed in fewer than 4 calendar days. Enrollment provides 120 days of access from the date of purchase. If the course is not completed within that window, the enrollment expires and repurchase is required.

Module 1 is the gateway to the Learner's Permit. After completing the first 6 hours and passing the 30-question Texas DPS written knowledge exam (70% — 21 of 30), the teen receives the DE-964 Permit Qualification Certificate. The DPS exam can be retaken after a 24-hour wait if failed, at no extra cost.

Modules 2–12 cover the remaining 18 hours: vehicle preparation, vehicle movements, driver readiness, risk reduction, environmental factors, distractions, alcohol and drugs, adverse conditions, vehicle requirements, consumer responsibilities, and personal responsibilities. All required Texas legislative topics are included — SB 30 traffic stop content, human trafficking awareness, the Texas Driving with Disabilities Program, SB 1366 work zone content, recreational water safety, anatomical gifts, and litter prevention.

The Two DE-964 Certificates

Two separate DE-964 certificates are issued at different stages of the course. The single $10 certificate fee covers both.

Certificate 1 — DE-964 Permit Qualification Certificate Issued after: Module 1 complete + DPS exam passed Used for: Applying for the Texas Learner's Permit at DPS

Certificate 2 — DE-964 Full Completion Certificate Issued after: All 12 modules complete + all 12 quizzes passed + minimum 22 hours of instructional time Used for: Applying for the Texas Provisional License at DPS

Both are delivered as instant PDF downloads from the course dashboard and are also emailed to the enrollment address. If either certificate has a green background, it must be printed in color — DPS will reject a black-and-white printout of the green template.

Neither certificate has an expiration date. However, the written exam score on the Permit Certificate is only valid for 2 years from the test date — if more than 2 years pass before the Learner's Permit DPS visit, the written test will need to be retaken at DPS (the certificate itself remains valid; no course retake is needed).

Behind-the-wheel instruction is limited to 2 hours per day. BTW training cannot begin until after the Learner's Permit is issued by DPS. The family keeps a driving log for records, but it is not required to be submitted to DPS.

Concurrent vs. Block Method

Most families use the concurrent method: the teen gets the Learner's Permit after Module 1, then completes Modules 2–12 and the 44 BTW hours at the same time. This starts the 6-month permit holding clock as early as possible.

The block method completes all 24 classroom hours first, then gets the permit, then starts BTW hours. This is less common because it delays the start of the 6-month clock.

ITTD — Impact Texas Teen Drivers

Before the road test, the teen must complete the free 2-hour ITTD video course at impacttexasdrivers.dps.texas.gov. The ITTD certificate is only valid for 90 days, so it should be completed close to the road test — not months in advance. When registering for ITTD, enter C3595 as the PTDE program number. Print the ITTD certificate — it must be physically present at the road test.

The written test is waived — the DE-964 proves it was passed online. A vision test is required at the DPS office. The PTDE Packet does not need to be brought.

The PTDE Packet and driving log are not required to be brought to DPS.

Provisional License Restrictions

Once issued, the Provisional License carries the following restrictions until the teen turns 18:

  • No more than 1 passenger in the vehicle under age 21 who is not a family member

  • No driving between midnight and 5:00 a.m. unless required for work, school, or a medical emergency

  • No wireless device use of any kind, including hands-free, unless an emergency

Does Driving Logic provide behind-the-wheel instruction? No. Driving Logic provides the online classroom course only. Behind-the-wheel training is conducted by the parent or designated instructor and supervised practice adults.

What if the teen does not finish the course within 120 days? The enrollment expires and the course must be repurchased to continue. If the teen is close to the 120-day limit, let us know and we can help.
