Does the DE-964 Certificate Expire
The DE-964 certificates themselves do not expire — the documents remain valid indefinitely. However, there is an important distinction between the certificate and the written exam score recorded on it.
The Certificate Does Not Expire
Neither the Permit Qualification Certificate nor the Full Completion Certificate has an expiration date. The document remains valid regardless of how much time passes.
The Written Exam Score Has a 2-Year Validity Window
The Permit Qualification Certificate records that the teen passed the Texas DPS written knowledge exam. That exam score is only valid for 2 years from the date the exam was taken. This is a Texas DPS rule, not a Driving Logic policy.
If more than 2 years pass between passing the DPS exam and visiting the DPS for the Learner's Permit, the written test waiver expires — the teen will need to take the written knowledge test at the DPS office in person. The certificate document itself is still valid; the course does not need to be retaken.
Summary
Item | Expires? |
DE-964 Permit Qualification Certificate (document) | No |
DE-964 Full Completion Certificate (document) | No |
Written exam score / waiver of in-office test | Yes — 2 years from exam date |
ITTD certificate (separate program) | Yes — 90 days from completion |
Practically Speaking
For most families, the 2-year window is not a concern — the typical timeline from completing Module 1 to getting the Learner's Permit is days or weeks, not years. The 2-year rule is most relevant for teens who complete Module 1 at age 14 but delay the DPS visit for an extended period.
Frequently Asked Questions
The teen passed the DPS exam 2 years ago but has not been to DPS yet — what happens? The certificate document is still valid and should still be brought to DPS. However, the written test waiver has expired — DPS will require the teen to take the written knowledge test in person at the office. The exam does not need to be retaken through Driving Logic and the course does not need to be repurchased.
Does the Full Completion Certificate expire? No. The Full Completion Certificate (used for the Provisional License) does not have an expiration date and is not subject to the 2-year written exam score rule.
What about the ITTD certificate — does that expire? Yes. The ITTD certificate is a separate program provided by the Texas DPS. It expires 90 days from the date of completion. It must be completed close to the road test — not months in advance.
Is there any risk that the DE-964 certificates will stop being accepted by DPS? The certificates are issued in compliance with TDLR requirements and are verified by DPS through security features on the document. There is no risk of them being rejected based on the document itself — only the 2-year written exam score rule applies as a timing consideration for the Permit Certificate.
